The European Commission has ruled that the arrangements which give Bus Eireann exclusive rights to operate the school transport scheme for Ireland’s Department of Education are “not compatible with state aid rules” and give a “selective advantage to Bus Eireann over its competitors”.

The ruling follows an investigation started in 2007 after complaints from the Coach Tourism and Transport Council. The schools operation has also been challenged by US-backed Student Transport Scheme. The EC decision could be a first step in opening up the school transport market to more private sector operators.
